Independent VVB Experts (IVVEs)

Validation and Verification Standard v1.1 lets qualified individual experts (IVVEs) validate and verify micro-scale projects, subject to training, conflict-of-interest rules and annual re-qualification.

VVBsLast reviewed 23 October 2026

New in version 1.1. Before 7 March 2026, only empanelled VVBs could validate and verify projects. See What’s new in version 1.1.

What an IVVE can do

Validate, verify or assess methodologies within their sector, for micro-scale projects, jointly with another IVVE or a VVB. Work outside their scope needs evidence of related experience. IVVEs cannot validate or verify Programmes of Activities or the inclusion of CPAs.

Criteria

  • An ISO 14064 training certificate
  • At least 3 years’ experience in GHG validation or verification in the scope
  • At least 5 completed validation or verification assignments under the CDM, VCS, Gold Standard or similar
  • Passing NCCF’s CR-I training or evaluation
  • A declaration of no conflict of interest, and adherence to a code of conduct

Rules

  • Conflicts of interest are recorded in a CR-I register, with random checks, and disclosed as they arise.
  • IVVEs use the CR-I report templates. Each report carries a traceable audit number.
  • A new IVVE’s first assignments are observed in a shadow audit.
  • Project proponents and peer reviewers rate each IVVE’s conduct. Scores and categories are published.
  • IVVEs re-qualify each year through a refresher examination, and can be de-empanelled for poor performance or ethical breaches.
