Project ownership and the Delegate Entity

The DPD must name the owners of the project with evidence. A Delegate Entity (DE) must be appointed to coordinate the project and communicate with the VVB and NCCF.

Project ownership

The DPD names the IPPs that own the project, with supporting evidence. Ownership is the legal right to control and operate the project. It does not by itself give a right to MCUs: that comes from evidence or a written agreement signed by all IPPs.

For AFOLU projects, the IPP shows land ownership or legal control through titles, leases or other legal documents.

The Delegate Entity

A Delegate Entity (DE) must be appointed. It can be one of the IPPs or an external consultant. The DE:

  • coordinates the project and the IPPs
  • runs the stakeholder consultation and the ESIA
  • manages monitoring
  • communicates with the VVB and NCCF
  • for a Programme of Activities, checks the eligibility of CPAs

Projects are proposed and registered from the DE’s Registry account. A signed agreement between the IPPs and the DE is required.

Changing the Delegate Entity

Email cri.projects@nccf.in and carbon.registry@nccf.in with the subject “change of DE”, the project name and the Project Reference Number (PRN).

What the VVB checks

The VVB checks the ownership evidence for authenticity, the DE’s appointment and the definition of roles.
