Converting CDM projects

A special provision lets projects registered under the CDM on or after 1 January 2016 convert to CR-I and receive MCUs from 1 January 2019, if they have not been issued CERs for 2019 or later.

ProjectsLast reviewed 23 October 2026

The guideline for this provision is published as a draft. It applies for two years from the start of CR-I operations. Check with the Registry whether it is still open before you apply.

Who is eligible

CDM projects that:

  • were registered under the CDM on or after 1 January 2016, and
  • have not requested or been issued CERs for 2019 or later.

The provision does not convert CERs into MCUs.

How crediting works

  • The start date stays the same as under the CDM.
  • The IPP chooses a crediting period under the Carbon Standard, whatever the CDM period was.
  • The first CR-I monitoring period starts on 1 January 2019. Earlier periods are treated as lapsed.
  • The project must meet the CR-I sustainable development rule: at least four SDGs. An SDG baseline is needed in addition to the CDM baseline.

Steps

  1. The Delegate Entity emails cri.projects@nccf.in and carbon.registry@nccf.in at least 15 days before submitting for listing, with the CDM reference, registration and crediting dates, monitoring periods and CERs issued or cancelled, and the status of CDM deregistration and any pending CDM requests.
  2. Establish the SDG baseline and choose the crediting period.
  3. Appoint an empanelled VVB for validation. It cannot be the DOE that validated the project under the CDM or carried out its last CDM audit.
  4. Follow the registration procedure and pay the fees.
  5. For the first verification, appoint a VVB that did not do the last CDM audit or the CR-I validation.
