External projects

A project registered with, or seeking registration in, another GHG programme is an external project. There are four classes, and each needs NCCF approval before registration starts.

ProjectsLast reviewed 23 October 2026

The four classes

ClassMeaning
Parallel(a) Already registered elsewhere and seeking simultaneous registration, or (b) planned for registration both here and elsewhere.
ConvertedPreviously registered elsewhere and transferring to CR-I.
RejectedRejected by another programme for non-compliance.
WithdrawnVoluntarily withdrawn from another programme during registration.

Getting approval to start

Submit the Request for Approval for Initiation of Registration (RAIR) through the Registry and pay the external project fee (INR 20,000, not adjusted against the issuance fee). Only external projects approved by NCCF can start registration.

Parallel projects

  • Treated as new projects.
  • MCUs can be requested only for monitoring periods not claimed elsewhere. Once MCUs are issued here, you must not seek issuance elsewhere.
  • Class (a) gives proof of the other registration. A project with more than 3 years of crediting completed elsewhere cannot register as parallel; it may apply as a converted project.
  • Class (b) names the other programmes and tells NCCF by email of any approval or rejection there.

If a parallel project breaks these rules, the MCUs for the affected period are cancelled, the IPP compensates five times those MCUs, and NCCF can impose a cash penalty of INR 1,000,000 to INR 10,000,000.

Converted projects

Prove withdrawal, deregistration or cancellation from the previous programme. Crediting already completed there is deducted, and no MCUs are issued for periods completed or missed there.

Rejected and withdrawn projects

Treated as new submissions. Give the list of programmes applied to, the reasons for rejection or withdrawal and, for rejected projects, the project documents.
