Programmes of Activities and CPAs
A Programme of Activities delivers reductions through many Component Project Activities (CPAs). CPAs can be added at verification, share the PoA’s reference number and crediting period, and must meet its eligibility criteria.
How a PoA works
A Programme of Activities (PoA) is a coordinated action, implemented through multiple Component Project Activities (CPAs). The DPD describes a generic CPA, the implementation plan, CPA locations and the eligibility criteria every CPA must meet. All CPAs must be the same scale.
CPA eligibility
A CPA can be included if it:
- is not registered in any other programme
- lies within the PoA boundary, with ownership established in the PoA
- matches the description in the DPD, follows the methodology and uses the same technology
- meets the additionality and baseline criteria
Crediting
CPAs share the PoA’s Project Reference Number and have no separate crediting period. A CPA earns MCUs from the monitoring period in which it is included until the end of the PoA’s crediting period. Including a CPA is not a permanent design change.
Adding a CPA
- Prepare a revised DPD with the CPA’s details (clean and track-change versions).
- When appointing the verification VVB, choose the “inclusion of CPA” option. The VVB must be empanelled for both validation and verification in the sector.
- Email cri.projects@nccf.in to declare the CPA before the Monitoring Report goes to consultation.
- The VVB validates the CPA and submits the Request for Inclusion of CPA with the revised DPD and a VaR. There is no separate public consultation.
- NCCF reviews the inclusion together with the request for issuance, within 21 working days. If approved, the CPA’s MCUs are issued with that request.
Independent VVB Experts (IVVEs) cannot validate or verify PoAs or CPA inclusions.
