Permanent design changes

A permanent change to a registered project’s implementation, operation or monitoring needs a revised DPD, validation by a VVB and NCCF approval.

ProjectsLast reviewed 23 October 2026

When it applies

Any permanent change after registration, or one found at verification, to how the project is implemented, operated or monitored.

Steps

  1. Prepare a revised DPD (and SCR if needed) in track-change and clean versions, with a summary and justification of every change.
  2. Appoint an empanelled VVB and notify NCCF through the Appointment of VVB form.
  3. Send the revised documents and supporting evidence to the VVB.
  4. The VVB validates the changes and prepares a PDC Validation Report.
  5. Submit the Request for PDC form with the revised DPD and PDC-VaR. The IPP pays the PDC fee (INR 20,000).
  6. NCCF reviews within 21 working days, excluding VVB response time, and approves, rejects or seeks clarification.

What must be appraised

The effect of the changes on: methodology applicability, the baseline, project scale, additionality, safeguards, SDG contribution, reversal risk and buffer contribution for AFOLU projects, and regulatory compliance.

A project can switch between a fixed and a renewable crediting period through a PDC, unless the limits for the new type are already exceeded.

The fee is not refunded if the request is rejected or withdrawn. Adding a CPA to a Programme of Activities is not a PDC; see Programmes of Activities.
