Local stakeholder consultation

Before validation, a project consults local stakeholders, including at least one physical meeting, and records the results in the Stakeholder Consultation Report (SCR).

Steps

  1. Map stakeholders and group them: local people, disadvantaged communities, local authorities, local NGOs and local businesses.
  2. Invite them and explain their role in the consultation.
  3. Hold at least one physical meeting. Describe the project, explain its likely impacts, and collect and answer feedback.
  4. Record the minutes, feedback and your responses in the SCR.
  5. Act on it. The Delegate Entity incorporates relevant feedback into the design. The VVB reviews how feedback was handled.

If the design changes significantly afterwards, hold a new meeting.

Two kinds of consultation

  • Local stakeholder consultation is run by the project, in person, before validation.
  • Extended stakeholder consultation is the online public consultation run by NCCF after listing. See Extended stakeholder consultation.

If a physical meeting isn’t possible

In an exigent situation, such as a health emergency or civil unrest, NCCF can approve consultation by other means. See Exigent situations.
