Principles and avoiding double counting

CR-I applies six GHG accounting principles from ISO 14064-2, and a set of controls so that each tonne is counted and claimed only once.

GHG accounting principles

Projects and methodologies follow six principles adopted from ISO 14064-2:

  • Relevance: choose sources, sinks, reservoirs, data and methods suited to the intended user.
  • Completeness: include all relevant emissions and removals and the information that supports them.
  • Consistency: allow meaningful comparisons.
  • Accuracy: reduce bias and uncertainty as far as practical.
  • Transparency: disclose enough information for confident decisions.
  • Conservativeness: use conservative assumptions so that reductions and removals are not overstated.

Working principles of the Registry

  • Climate security: projects should support limiting global warming to 2°C, preferably 1.5°C.
  • Confidentiality: NCCF does not disclose proprietary information without the owner’s written approval, unless the law requires it.
  • Flexibility: new processes, technologies and methodologies are welcome if they fit the framework.
  • Responsiveness: NCCF responds promptly, transparently and impartially to queries, complaints and feedback.
  • Cyber security: safeguards against hacking, phishing, fraud and theft of MCUs.
  • Legality: the Registry operates within India’s legal framework.

Avoiding double counting

NCCF:

  • issues, retires, cancels and tracks MCUs through an electronic registry
  • gives every project and methodology a unique serial number, and every request a unique reference number
  • issues only one MCU per verified tonne, each with a unique serial number
  • checks whether a project is registered under other programmes, and applies the rules for external projects
  • does not convert a project from another programme until its withdrawal or cancellation there is proven
  • does not transfer or convert credits from other programmes into MCUs
