IPP may propose changes to a registered project at any stage of project implementation in the design of the registered project, known as Permanent
Design Changes (PDC). PDC may also be proposed at any stage of the process for approval of issuance, subject to the condition that, IPP and VVB shall completely adhere to the rules, requirements and procedures prescribed in this Section of the document.
